SA-MP doesn't support modifications.

SA-MP IS a modification.

Furthermore, GTA SA doesn't support modifications, despite the existence of SA-MP.

So basically what I've determined is you're actually saying "I don't like the idea of people using modifications on SA-MP".

Unfortunately quite a lot of people share that same twisted logic.

No, what i'm saying is SA-MP doesn't support mods.

What you should be able to do though is add custom dff/txd files to the \SAMP\custom.img file in your GTA San Andreas folder.

Once you've finished adding your own mods, create a backup of your custom.img somewhere outside your GTA San Andreas folder. Each time you reinstall GTA:SA/SA-MP, copy the custom.img back in to the \SAMP\ folder.

Neither does GTA SA, yet it has mods. So what is the point in saying it?

What's the point in trying to make an argument out of it?
