Vehicle License Plate - shaff - 24.05.2014

Hello, This is Rob here, Creating a new Filterscript called Vehicle License Plate, which makes you able to change your color on the license plate, It also works on any vehicle with License plates. It has not yet been tested, so if you find any bugs please comment them below.
