I would like to know whether the picture Gametex or textdraw or something else.

This is probably textdraw with font 3 - use Ipleomax TextDraw Editor if you want to create something like this.

Oh, and you would not do it yourself?
I do not know the textdraw
If someone found who would do this to me I would be grateful.
I would like it to command / dann <text>

You can customise the position and the text to your desired affect, and it'll also produce the code for you.
