My suggestion would be create something like this on Photoshop then use this tool: https://sampforum.blast.hk/showthread.php?tid=274064 to convert it

That seems like severe overkill. I count just three textdraws. Two pool ball sprites from LD_POOL, one of which had its color changed, and a simple text on top.
