Re install Microsoft Visual C++ and Your Whole GTA San andreas + the SA:MP client. That might solve it

Still same error installed new game / sa-mp and visual c++ latest version 2012 and new account too

Try to re-install directplay as required for GTA-SA in Windows 8.
Also, Install Visual C++ 2005, 2008, 2010, 2012 (Do all of them just incase).
