Try building from scratch. The gamemodes which are released in this forum are being used by a lot of people, I mean a lot. You can see NG:RP copies everywhere so the best thing is to script it by your own. Choose a cool location to script it and start working slowly with it. You'll get tired a lot, but in the end you'll see that it'll be better than those copies around SA-MP. If you want a suggestion for the main city/town, go for Fort Carson.

Dude if I knew how to script I would of made a whole new script by now, i've been looking for a good script for a month or two now.

Then firstly learn scripting. Don't just open a server without having any knowledge about it. I'm telling you because of my own experience.

If you're looking for guides, there's plenty on this site alone. I just recently started to learn to script in Pawno myself. It's not the first langauge I learn though but by reading through one guide at the time you'll quickly get some sort of understanding what it would say to script.
