It seems to be that your amx is missing/not loaded or even you need some plugins , etc.

Copy and paste? No other pre-checks?

Make sure your all plugins are loaded.
All plugins names and extensions are correct. (Linux:- .so) & (Windows:- .dll).
All plugins are inside your plugins folder.

If all OK, Then post server log.
