Apologies if this is in the wrong section.

I'm just simply asking if there's a cloud scripting solution for people who wish to work together? Is there any site, program, anything that meets these expectations?

If what you mean is a repository type thing then I suggest Github. Although, if you want a private repo it's $5 USD a month

Github offers free public-access source code, however BitBucket offers free private-access repositories.
