Alright, I downloaded Car mods and it lagged and i had to re-install GTA SA so if i download One Car mod will it lag so much?

Depends on your pc specifications, for example: My pc has 1 GB ram and if I install cars bigger than 2.2MB, it will lagg. Try some small mods before proceeding to big ones.

I got a Windows XP and i got 1.99GB ram so yeah.

Try small mods, from 1MB and going bigger.

In samp its really important that mod you use have all tuning dummies and its not too low, because some mods make your car bouncing for other players and about tuning dummies ( eg spoiler ) if you have a mod which doesnt support it, and you put it as sentinel for example, you will get opcodes which will lead you to the game crash.

It would most likely lagg if you have HD Car Mods, as it will take more Graphics to load them.
