For me the best answer is learn scripting. Time and dedication.

- Learn MySQL good saving system for CnR GM but difficult to learn.
- For beginner use Y_INI.

- Build different teams. Like CIA, Police,Civilian and so on. Also try to observe CnR servers coz you can also get ideas from them.
- Different features from each team.
- Make a rob bank,shops, people, etc.
- I can't explain everything but I know you got my point.
- My Englesh sucks kell me now.

Don't jump in and try and make a server. Make small scripts first until you know what you're doing. If you try and make a successful server as a beginner you're going to have a bad time.
