ID’s Player My Server - pola - 20.03.2014

I have a problem in "ID 's" my server
I can not do anything to anyone in the server be - higher than the 2
And any other player can not grant money or selling a weapon or anything to play Is this
I want a solution
And I am Not Good scripting
