As far as I know, there is a blacklist set up to block servers appearing on the masterlist (internet tab and hosted tab), but they still work on the favourites tab. Although, afaik, there's no servers on a 'blacklist' available to the public

There isn't any for public but as Ruddy said, there is for blocking servers in internet and hosted tab.
