There's no explanation for that really. Only you can see that mod unless if that other player has the same mod as you.

Let me try to explain.

Usually, you put your mods into gta3.img file, which is located on your PC, when you join your server, all players on that server should get your gta3.img file to see them, also what if two players put different skin mods, how server would decide which one to show for you or that other person?

- One person's "good" mod is another person's "bad" mod (subjective)
- Some players will be unable to handle all the mods due to bad PCs.

Before you ask for more reasons, don't, because they've already been covered in the thread.
