It's possible to make it, may on textdraws, sprites, or another way?

Probably it's a custom sprite, for download by players. I want make somethin like that, but just from server.

That's for sure textdraw, but how it is made? I tried low qualities sprites with transparency colors, it's not this. So, maybe should try any objects, for Model Preview?
