First you're going to need a MySQL server and use a samp mysql include such as BlueG's which is nicely documented here: https://sampforum.blast.hk/showthread.php?tid=337810 and to learn how to write queries to manipulate the data, you're going to want to learn some SQL here is one of many links available on the internet
