Ignored ip ban - 2ops - 21.02.2014

[13:11:41] IP 49.48.182.173
has been banned.
[13:12:09] Kicking 49.48.182.173 because they didn't logon to the game.
.....
.....
.....
[14:37:22] Incoming connection: 49.48.182.173:18876
[14:37:23] [join] gghn_MC has joined the server (1:49.48.182.173)

Why ban the IP and this player could join a server?
Server version: SA-MP 0.3z R1-2 server update (optional)

Ban him through console.
