You can always re-texture a small object to make it look like shit.

All kidding aside, I feel like the liquid in the toilet itself it's just water set to brown color, maybe you can try it on the floor as well.

EDIT: The floor stuff, might be like "coke" or the similar beverage in GTA-SA. Check for an object like that (the liquid). I think that's what they used.
