Basically there's a fix for those who cant use 0.3z on Windows 8, the reason is because of Windows SmartScreen which is a security firewall which doesnt let you install unknown applications therefore you'd need to turn it off and then try and install 0.3z again, hope that works

Go to the Control Panel> System and Security> Action Center.
In the Security section scroll down to "Change Windows SmartScreen settings"



In the dialog that opens select "Don't do anything (turn off Windows SmartScreen)"
