Defined by the server itself, you can head towards the Client Support for this anyway.
From view, I can see it's that they hide the player name and then place a textdraw to replace the old name, that way you can't see health and armour. It's scripted by the scrtiper of the server.

This kind of stuff go towards the client support anyway.

It's the Windows 8/8.1 bug where specific graphic cards from Intel on 8.1/8 got files modified and that causes samp to not show the health/armour.

Remove the nametag that is scripted. Search for a PlayerTextDraw3D
