I have had good experiences with them in mitigating small-mid sized attacks pretty effectively and consistently (twice a week). It depends on what location you host with them.

You'd want to go with one of the larger capacity locations like Chicago or Frankfurt. They aren't perfect however, I have had a server in New York with them and they had periodic downtime due to a massive DDoS attacks against their network for about a week. Its been smooth sailing since then though and they dealt with it as best they could.

Yes, I've used their dedicated servers for almost 1 year and the protection is great.

Is their DDoS mitigation the same across all their services? (Ex: would a single core linux server have the same protection as a dedi w/ them?)

Depends on how well you setup the filters.

Depending on the scale, yes. You should think that the capacity of each region are for various customers. 10Gbps+ attacks are common.

If you go over 20 gigabits per second on a attack, they'll nullroute your IP but won't shut down your server.
It is recommended to have at least 2+ IPs; one for your SA:MP server and one for your TeamSpeak (if you're going to have one).
It's just to keep in contact while the server is offline...
Anyhow, NFOservers has a great staff with fast response times, they handle their tickets just about right., so if you do encounter a null-route they'll explain what type of attack it was and what was the size of the attack so you can prevent it later.

You need remember if that "20Gbps" are the network capacity, and not the available for mitigate DDoS attacks. NFOServers not are the better solution for mitigate ddos attacks.
