HTML question for server owners - MOTDgd - 01.02.2014

1. Is it possible for a server owner to implement a MOTD that supports HTML (basically an in-game web browser without navigation options, like Valve Source engine games generally have) into the client?

2. Does the client support HTML implementation in general (in own server)?

I would be very grateful if someone could answer please.
