Shit bro, i had the same problem yesterday i thought "what the fuck". I just pressed escape ingame then Display opions then frame limiter on, it works for my. OR try to re-install your whole GTA

I have fixed this problem, i used Baidu PC Faster And Game Faster To SpeedUp And Delete Some Applications,now its fast,vishalboy213, i suggest you to use Baidu PC Faster
