Port Forwarding - CreativeMC - 25.01.2014

I have seen the posts and that but earlier I couldn't port forward at all! but for some reason it let me port forward but when I run sa-mpserver.exe it doesn't let my mate connect my router is belkin and I have for sure port forwarded but my mate can't join any help?

I have tryed then solutions but they don't work and if I use hamachi does my mate need hamachi to join?

Like does he need hamachi installed and join my network?

I have followed that many times, its weird sometimes its port forwards but never lets my mates join then when I click apply changes it just doesn't respond is there another way?
