Creating /ask and /answer questions. - Elsarty1 - 19.01.2014

Hello,
It have been along time since I last opened pwn. Today, I thought of making easy 2 commands, I could remember anything. Anyway, I would like to ask anyone who could make for me this 2 commands:
/ask command:
I would do /ask question
So it would get it all admins ( Starting from level 1 ) with ' [QUESTION]Playername(Id): Example. Answer it with /answer id answer! ' This would go up with blue color or something. The command should be /ask questions. ( Not red nor green please, blue or orange would be perfect)
/answer command:
So admins who gets that question, can reply with ' Playername (ID): Example answer. ' It poops up in all chat with GREEN color. The command should be /answer id message.
