If you have money go with IPB.
and if you want a free forum then go with SMF. It is very good and easy to built, with many themes and modifications.

Yea, there was already so many solved threads about this question. Next time use search related to this,before posting it.

You can create MyBB,phpBB and SMF for free tho,but for IPB you'll need to pay,it's not free. But there was some other illegal way how to set it. I'll say SMF is better than the MyBB and phpBB in my opinion. IPB is also good.
