Don't know the font but they most likely used Photoshop.

Photoshop, font name is Prizedown and Diploma.

Photoshop, fonts are pricedown and canterbury, using blending options on both.

You could always ask me personally
The main font is called: Pricedown
The sub font is called: Diploma
No blending options used. Purely two layers, one over the other as text with a simple stroke.

You can also use Illustrator(best of all programs), Indesign or GIMP to make such logo...
