Many people use cheats its not a big deal.

I was curious why it doesn't let us to use up to 23 characters too though.

Ohh i thought it was hes filterscript or gamemode which did not allow more than 20 characters.

Probably to avoid long ass names , sa-mp has set it to 20. No need to ask why not 24-23 , its just something that they did already.
