Have you got samp03svr in your server folder ? It seems like your gamemode is using linux package!

Try to download sa-mp linux package , also update your plugins to linux one (example.so not .dll) that maybe solve that case! http://files.sa-mp.com/samp03xsvr_R2.tar.gz

Are you sure that you're IN the samp03 folder so you can start samp03svr? Goto the correct folder and then do:
