[HELP] How can I make working spam/port detect vehicle anticheat - Luca12 - 27.12.2013

Please I searching thru all the internet for that so I want when someone player spawn car but that player isn't admin for example he do that with ****** cleo modes so if that someone player spawn a car then a warning go to admins? Please help, thanks
