Is that a chat bubble or dynamic3Dtextlabel and what the code of the string

There is no codes for that.
It is automatic even for your server, a SA-MP client feature.

No, it is not. The hourglass is a client feature, but the yellow text above is not.

EDIT: I'm not really sure what it can be. Is it possible to use next line like that in bubble chat? It failed few months ago I'd tried. It's probably a 3D label.
