After some searching around on ******, I read that:

Because the animated gifs size or dimension over the allowed setting limit, when the users upload the file, the board automatically drop down the size or dimension which means there is only 1 frame inside the gif file. If you check the size or dimension of the uploaded gif file, you will see the difference. |

Don't put animations in your avatar or signature unless you want to annoy the living crap out of people.
