My server work on windows
but not works on my VPS

Re-download each of the (sscanf , whirlpool , streamer ) in linux version 'sscanf.so' not sscanf.dll , and the rest of plugins must be linux version '.so' not the windows one that's why all the plugins unloaded , all your plugins not working because it's windows version , and your vps using linux version, so that will result your gamemode won't run clearly !

And about the streamer you must download the full package '****** project' and find streamer.so and replace it instead of streamer.dll , also don't forget to update your server.cfg and update plugins name to
