You are missing the samp-server.exe. Download a fresh copy from sa-mp.com. And copy & paste the samp-server.exe in to that folder

All your .pwn / .amx should either go into gamemode or filterscript depending on the script.
And as Alexzz said download the latest version and copy paste samp-server.exe and server.cfg .
Then edit server.cfg and you know the rest.
