Well its not exactly like that, but you can alt-enter and run it in windowed mode I guess. I don't have the answer you're looking for, but thats how I keep an eye on the game while working in other windows.

I can't really tell by the video, but it may have been SA-MP Live - a project for SA-MP which was discontinued. You can read more about it at www.samp-live.com if you want to, but as I said it was discontinued, so you can't use it anymore.
