This isn't listed in the reasons and solutions, so I'm not sure why it's happening

Do you have ELM installed or any other CLEO mods?

I suggest Run your samp as Administrator.

Just Right-Click the icon of Samp and you'll see 'Run as Administrator'

If the problem still persist, Un install your mods if you have, And re-install your samp.
