Firstly, create the database, then click on that database, go to the imports tab and upload the database file(.sql or something else).

Read the error, your user doesn't have access to the database 'hello'. Who's SQL server is this?

Was this SQL provided with a game server you bought? or is it a free database? what OS is it running on?

The host hasn't provided you with fully MySQL privilages.
