That's simple, use Zamaroth or iPLEOMAX's textdraw editor, some text and 1 box, simple

goto ur GTA SA folder, open samp_debug and click localhost.
Are you using a host??

Just add 127.0.0.1:7777 to your favorites list and join it again.

No it wont work if 127.0.0.1 only localhost via samp_debug

Your answer is really ridiculous, as I had the same issue and I found myself how to fix it (I suggest you to try it), so add either 127.0.0.1:7777 or localhost:7777 it's the same and you won't receive that error again when you join the server to make textdraws.

Edit: Maybe you haven't noticed his ip on the picture.
