Well, i have a problem with some of my players. For example me, i connect ot the server without problems. But i have players, who are connecting to the server, they see chat, but the skin selection menu do not apear. You can see it on this video:

Can you show us the code OnPlayerConnect?
Edit: Well i heard the Baby SA-MP Sound Bug [lol]. Maybe there's a bug on script. Did you tried nativechecker?
