I saw this vspawner in many servers which shows images of cars to spawn a vehicle. Can't find one for my server.

Can someone gimme link if someone has made it and released ?

It's in filterscripts folder by default when you download the SA-MP Windows server package, vspawner.amx/vspawner.pwn. Include it in your server, login as RCON Admin and /vspawner.

Open the folder > filterscripts > vspawner.pwn

It's only useable for RCON admins, but you can easily remove that, so everyone can use the vehicle spawner

press ctrl + f and type IsPlayerAdmin, and remove all !Isplayeradmin. or just paste the code here , i will edit it 4 u
