To be honest, the best free forum software is MYBB its easy if you understand how to use it, its useless if you don't.
If you're just looking for a non-ftp one, then I suggest one of the smf ones aha.

000webhost.com is pretty good, but you don't get a pretty domain, you can fix it with .Tk services.
