If it's not for every server you joined, then that server used ShowNameTags to disable the name/health/armour above player's head.

Intel Graphics, no?

I have the same problem. I downgraded my graphics driver to v15.28.6.64.2857 and SAMP works fine.

Make sure that 'd3d9.dll' is not in root directory of GTA San Andreas.

You need to update your DirectX to higher or equal to 9.

Join another server, their server scripted something that I released.
The server is using basicly 3dtext lables insted of the normal SA-MP armor and HP.

If you join another server and there is a same problem, I suggest you install your GTA SA in a different folder.
