Hello

My friend has a problem in his server..

and the problem is

is it saying samp03svr file is not there but its there

Help plz!

Tell him to download the server package from sa-mp.com and then replace the files with his and it should work

No, it won't work if he tries to run samp03svr and he's on the wrong directory.

Let's say, you have extracted the package into user_samp (an example of directory). If he logins (and he's in user_samp directory), then he'll need to use cd samp03 to enter the folder which has samp03svr to run it. The samp03svr file is not user_samp\samp03\ directory and as long as he keeps trying to run it through user_samp, he's going to get the same error you showed.
