[HELP] Some Admin commands help needed. - Europe - 10.10.2013

I'm a starter as a SA-MP scripter, I can't do anything yet.. Just a few easy commands. I'm making a server with a few friends and looking for an Admin Script. So this is what I need;

1) If a player succesfully rcon log in, he will be able to set other player's admin level.

2)Admin System:

a) If a player has been set as Admin by the one who was rcon logged in, when someone type /admins, his name will be listed.

b) The one that's rcon logged in is able to set admin levels and each level has some abillities:


Level 1 Admin: Able to /spec(tate) and /disarm(remove weapons) from player's.
Level 2 Admin: Able to /slap(Take player a few meters above to check if he' using Health Hacks or something+ Level1admin commands
Level 3 Admin: Able /kick player,/test(slap and spectate at the same time) and /jail+Leve 1+2 Admin abellities (Jail Co-ordinates will be set by myself.)
Level 4 Admin: Able to /ban and aboe
Level 5 Admin: Able to /unban
Level 6 Admin: Able to /ann(ouce) and all the others. (Gametextforplyer etc.)

I did like if the admin levels can be seen behind the names in /Admins.

Also, how can I keep the selected player's as Admin? Will it get auto-saved? Or I need ome Data things to keep them as Admin?
