"Fire" Question - BarFix - 27.09.2013

I see some servers using fire, they do /setfire and that put "Fire".
how that happen?how can i make it?

Fire that sets you on fire, or just the fire effect?

The fire effect has many objects, i like to use 18688, 18692, 18691 as small, medium, large fires respectively
