It says that

You may want to take at the rules for the Server Advertisements section, found here https://sampforum.blast.hk/showthread.php?tid=464581.
It appears that your reputation, among some other things, don't meet the requirements.

I would firstly advise getting some reputation. As of right now, I see it's on minus. In order to post a server advertisement you need around 5 reputation if I remember correctly.
Once that is done you can then post; but you must adhere to the rules of posting in the Server Advertisements section.

Also you can put your server IP on your signature, it may help alittle
you know what they say, "better than nothing".
