if you wanna play with friends, you can use Hamachi or Tunngle

I've played before when we're connected to the same network. Just plug in a printer or something because they can usually create a wireless network to connect to, or a PSP.

Just give that IP for that network interface, but you might need to add it with "bind" in the server config.

You can, just not on any servers outside your network.

If you mean actually play hosted servers without being connected to a network, no, it's impossible.
