That is done using SetObjectMaterialText() and is a special font which likely not everyone would have.

I'd suggest you go on that server and perhaps ask the owner how he did it.. if he's a nice enough guy, he might tell you. But yes, that server used SetObjectMaterialText() or SetDynamicObjectMaterialText() (whether they're using a streamer on that object or not) to do that, as [uL]Pottus said.
