I don't know the object ID but if I remember correctly that is actually a fence mounted on top of a wall.. maybe a brick wall of some sort. It could also be the top of a much taller fence. So try searching your map editor for "wall" or "fence". I believe it's a taller object they just have below ground and only the top fence part is exposed.

Couple of ways to do this.

1.) That is part of a custom map you could make a FS in 1 minute to get the model info.

2.) Use the SAMP Map editor.
