How can I let y_ini read the players.ini and check if a player name is in the list? Also how do I create the file? I need this for my onplayerconnect function.

You can have a look at this tutorial and you will see that the file will be created easily. There's a template of it too so all you'll have to do is just edit the files and learn how it is built up.
