Yea but that is all it is going to end up as, people trying to advertise. Assuming you mean game hosts, try to look at the thread
here and make your own decisions, if you don't trust them, search around and see if anybody has posted a review of them.

Colorhost game hosting, $8 for a 100 slots game server is probably the best deal you can get, and their hosted tab is the cheapest IMO, they can be trusted because they are a registered company and started back in 2009.

"The best ping no matter where you are"
Thats an interesting task. Technically, the ping always differs for different distance/amount of nodes between the server and client. This means there is no "best ping". Though you can determine the optimal location for a server to minimize the average ping of your players. Therefore you need an estimation of where your players/visitors will come from. With that distribution you could calculate the weighted center of your players. Usually optimisation uses squared distances, so that weighted center would be the point at which the sum of the squared distances to all players is minimal. Leaving out bad connections and slow servers, this would indeed be the server location with the "best ping" for all your players.
E.g. if youre looking to have 50% usa players, and 50% china, you would most likely pick a server in west europe. 90% usa and 10% china would rather result in a server in central usa.

Mhmm gotta love that, had 60-80 Ping from London to New York while a guy from New Jersey had 100 or so...
